Delete a subscription billing plan for a given Subscription ID and Subscription Billing Plan ID.
Upon success, the operation returns a status code of 200 (OK).
If the Subscription ID cannot be associated to an active subscription or the Subscription Billing Plan ID cannot be associated to an active billing plan under the subscription, the operation returns a status code of 404 (Not Found).
